As a graphics designer, you must have a portfolio that you show to potential clients that needs your services. The way you present your work shows whether you will be hired or not.
This can be done via a website, a design platform, a local folder and many more.

Out of these, what is the best way to showcase your work?

I find having a folder which is always updated with your latest work is going to be the best to use. It's easy to send it to any of your new clients who needed convincing to hire for your services. It's what I make use of for years.

Is this an online folder in the form of soft copy or a hard copy own?
